You'll encounter Rudja in Mawdun Mine during the Trail of Corruption Pt. 2, where she's guarding Risu, a captive you need to liberate to advance through Act Two.

How to Beat Rudja, The Dread Engineer

Rudja is a raving lunatic with an impressive collection of explosives. She has ones for poison, blinding, and explosive damage that she hurls around the battlefield constantly. She can also drop puddles of oil that will slow you and ignite if hit with fire damage.

All of that is avoidable with good positioning and some well-timed dodges, but the real danger is when she straps a grenade to her weapon and haphazardly swings it about. If she manages to hit you with it, you'll take massive damage, outright killing you if your maximum health or fire resistance isn't high enough.

To take her down, avoid her grenades and go in for the kill every time she uses her flamethrower. She's an easy target, then, and the flamethrower does minimal damage. When she straps a grenade to her weapon, though, run and dodge away to keep some distance. If you have any cold damage to throw at her, rely on that to bring her down.
